Cabinet Approves ₹3,706 Crore HCL-Foxconn Semiconductor Plant in Jewar, Uttar Pradesh

May 14, 2025 — In a significant move to enhance India's semiconductor manufacturing capabilities, the Union Cabinet has approved the establishment of a ₹3,706 crore semiconductor facility in Jewar, Uttar Pradesh. This project is a joint venture between Indian tech giant HCL and Taiwanese electronics manufacturer Foxconn, marking the sixth semiconductor unit under the India Semiconductor Mission (ISM). 

The upcoming facility, situated near the Jewar airport within the Yamuna Expressway Industrial Development Authority (YEIDA) region, is designed to produce display driver chips. These chips are integral components for devices such as mobile phones, laptops, automobiles, and PCs. The plant is expected to handle 20,000 wafers per month, translating to an output capacity of 36 million units monthly.

Union Minister for Electronics and Information Technology, Ashwini Vaishnaw, announced that the facility is projected to commence commercial production by 2027. The plant is anticipated to generate employment opportunities for approximately 2,000 individuals, contributing to the region's economic growth. 

This development aligns with Prime Minister Narendra Modi's vision of making India a global hub for electronics manufacturing. The ISM aims to reduce the country's dependence on imported semiconductor components and strengthen its position in the global semiconductor supply chain. 

The HCL-Foxconn joint venture in Jewar is part of a broader initiative to establish semiconductor facilities across India. Other projects under the ISM include units in Gujarat and Assam, with companies like Micron Technologies, Tata Group, and CG Power-Renesas Electronics leading the efforts.

The government's approval of the HCL-Foxconn semiconductor plant signifies a strategic step towards achieving technological self-reliance and fostering high-tech manufacturing infrastructure in the country.
