India Uncovers ISI Spy Network: 11 Arrested Including YouTuber, Student, and Security Guard
Indian authorities have arrested 11 individuals, including a YouTuber, a student, and a security guard, in a significant crackdown on a Pakistan-backed espionage network operating across multiple states.

In a significant development highlighting the persistent threat of cross-border espionage, Indian security agencies have dismantled an extensive spy network allegedly orchestrated by Pakistan's Inter-Services Intelligence (ISI). The operation, spanning multiple states including Haryana, Punjab, Uttar Pradesh, and Odisha, has led to the arrest of 11 individuals from diverse backgrounds, ranging from social media influencers to students and laborers.
Among the arrested is Jyoti Malhotra, a 33-year-old travel vlogger from Hisar, Haryana. Known for her YouTube channel 'Travel with JO', Malhotra was apprehended for allegedly sharing sensitive information with Pakistani handlers. Investigations revealed that she had visited Pakistan twice and maintained contact with an official from the Pakistan High Commission in Delhi.
Another key suspect is Devendra Singh Dhillon, a 25-year-old postgraduate student from Kaithal, Haryana. Pursuing a Master's degree in political science, Dhillon was arrested for allegedly transmitting photographs of military installations to Pakistani operatives. He had reportedly visited Pakistan in November 2024, during which he was recruited by ISI agents.
The crackdown also led to the arrest of Shahzad, a businessman from Moradabad, Uttar Pradesh. Engaged in the smuggling of goods such as cosmetics and spices, Shahzad is accused of leveraging his trade routes to pass on sensitive information to Pakistani intelligence.
In Punjab, authorities apprehended Mohammad Murtaza Ali, who allegedly developed a mobile application to facilitate espionage activities. Additionally, two women, Guzala and Yameen Mohammad, were arrested in Malerkotla district for their suspected involvement in leaking information about Indian Army movements to Pakistan-based handlers.
The arrests come in the wake of heightened tensions following the Pahalgam terror attack on April 22, 2025. Officials believe that the ISI activated these operatives post-attack to gather intelligence on Indian military operations.
This extensive espionage network underscores the evolving tactics employed by foreign intelligence agencies to infiltrate and gather information within India. The diversity of the arrested individuals highlights the broad reach and adaptability of such networks, emphasizing the need for continued vigilance and robust counterintelligence measures.
As investigations continue, authorities are focusing on uncovering the full extent of the network and preventing future breaches that could compromise national security.
