Telangana Declares Heatwave a State-Specific Disaster, Increases Ex Gratia to ₹4 Lakh for Heatstroke Victims

Hyderabad, April 15, 2025 — In response to the rising number of heat-related casualties and growing concerns over extreme temperatures, the Government of Telangana has officially declared the ongoing heatwave as a state-specific disaster under the State Disaster Response Fund (SDRF) guidelines. This declaration will enable faster deployment of emergency resources and support for affected communities.

In a significant move aimed at supporting families affected by heat-related deaths, the state government has also increased the ex gratia relief amount to ₹4 lakh per deceased individual. This is a substantial rise from the previous compensation of ₹2 lakh and demonstrates the administration's commitment to mitigating the impact of climate-related crises on citizens.

Unprecedented Heatwave Conditions

Telangana has been experiencing record-breaking temperatures, with several districts including Nizamabad, Adilabad, and Karimnagar reporting daily highs above 45°C (113°F). The India Meteorological Department (IMD) has issued a red alert for large parts of the state, warning of severe heatstroke risks and urging people to stay indoors during peak afternoon hours.

So far, more than 50 suspected heat-related deaths have been reported, with hundreds of others seeking medical attention for symptoms like dehydration, fatigue, and sunstroke. The actual toll could be higher, pending verification by district authorities.

Government Measures

Chief Minister K. Chandrashekar Rao held an emergency meeting with senior officials from the disaster management, health, and revenue departments. Following the meeting, the following measures were announced:

  • Declaration of heatwave as a state-specific disaster to allow greater flexibility and funding for relief and rehabilitation efforts.

  • Increased ex gratia of ₹4 lakh to be paid to the next of kin of individuals who die due to heatstroke.

  • Free distribution of ORS packets, water bottles, and shaded shelters at public places like bus stands, railway stations, and marketplaces.

  • Temporary closure of schools and revised working hours for outdoor laborers and construction workers during peak heat hours.

  • Deployment of mobile health units in heat-affected rural areas for quicker treatment and awareness campaigns.

Public Advisory

Citizens are advised to:

  • Stay indoors during peak hours (12 noon to 4 PM).

  • Keep themselves hydrated and avoid strenuous outdoor activity.

  • Wear light cotton clothing and cover their heads while stepping outside.

  • Report any symptoms of heatstroke like dizziness, headache, or vomiting to the nearest healthcare facility immediately.

Expert Opinions

Climate experts have linked the severity of this year’s heatwave to global climate change and local environmental degradation. “Urban heat islands, deforestation, and lack of green cover are worsening the situation,” said Dr. Aparna Reddy, a climate scientist based in Hyderabad. “Such extreme weather events are likely to become more frequent unless we take urgent steps for environmental protection.”
